21 major banks, including Goldman Sachs and Citi, are forming a company to launch a regulated USD stablecoin by H1 2027, directly challenging Circle and Tether.
According to the FinoBird, a group of 21 major financial institutions has announced plans to create a new company dedicated to developing and distributing stablecoins, with a US dollar-pegged digital currency targeted for release in the opening half of 2027. The participating firms include Bank of America, Goldman Sachs, Citi, Deutsche Bank, UBS, Santander, MUFG, and Fidelity Investments, per five sources. This entity will develop and issue a USD-denominated stablecoin, targeting a bank stablecoin launch 2027 in the first half of the year, subject to final closing conditions. The initiative, which represents a major escalation in the traditional banks crypto stablecoin space, grew out of an initial 10-bank study first disclosed in October 2025. This coordinated effort signals a clear intent by legacy financial institutions to capture a meaningful share of the digital dollar market, directly banks challenging Tether Circle dominance.
The strength of this bank stablecoin consortium lies in its diverse, global membership. The full roster of the 21 banks stablecoin initiative is as follows:
| Region | Member Institutions |
| North America | Bank of America, Citi, Goldman Sachs, Capital One, Fidelity Investments, PNC Financial Services, Scotiabank, TD Bank Group, Wells Fargo, WisdomTree |
| Europe | Banco Santander, BBVA, Commerzbank, Crédit Agricole, Deutsche Bank, Lloyds Banking Group, Rabobank, UBS |
| East Asia | MUFG Bank |
| Middle East/Africa | Sirius International Holding, Standard Bank |
Note: JPMorgan is explicitly NOT part of this group. The bank is pursuing a separate, still-exploratory stablecoin path and should not be conflated with this specific consortium.
The inclusion of major players like Goldman Sachs stablecoin initiatives and other Wall Street heavyweights underscores the seriousness of this Wall Street stablecoin push. By uniting under a single corporate umbrella, these institutions aim to pool regulatory expertise, liquidity, and technological resources.
The market immediately recognized the strategic weight of the 21 banks form stablecoin company September 2026 announcement. Circle’s stock fell roughly 6% on September 1, a concrete, checkable reaction that demonstrates how investors are pricing this development as a direct competitive threat to incumbent stablecoin issuers. To understand the scale of the opportunity the banks are targeting, it is necessary to look at the current market structure. Today, nonbank issuers—chiefly Tether and Circle—control more than 80% of the stablecoin market. Tether alone has more than $180 billion of stable coins in circulation. The banks' consortium is designed to carve out a regulated, institutionally trusted alternative to this existing dominance.
The consortium’s strategic roadmap is explicitly tied to emerging regulatory frameworks. The planned bank-issued stablecoin 2026 development phase is intended to comply with the GENIUS Act in the United States, as well as the Markets in Crypto-Assets (MiCA) regulation in Europe, where applicable. This compliance-first approach establishes a clear GENIUS Act bank stablecoin launch timeline, anchoring the H1 2027 target to the maturation of federal digital asset legislation. Furthermore, the consortium has outlined a phased expansion strategy: a euro-denominated token is named as the next priority following the successful launch of the dollar product, with other G7 currencies slated to follow.
The formation of this USD stablecoin banks coalition represents a pivotal corporate and strategic development in the evolution of digital finance. By leveraging their collective balance sheets, regulatory relationships, and global reach, these 21 institutions are positioning themselves to redefine the infrastructure of digital payments. While the bank stablecoin launch 2027 remains subject to finalized closing conditions and unresolved technical decisions, the September 1 commitment is a definitive signal. The traditional banking sector is no longer merely observing the stablecoin market; it is actively mobilizing to compete within it.
